Indian government is well known for the plans it has to empower the women. Recently, there had been a plan implanted, which ensured job and salary for every women in India for 100 days a year. Known as the Employment Guarantee Scheme, this had been a very useful plan for the women residing in rural India. As per the new plans of the government, each women, who had worked in the 100 days employment guarantee scheme, will be getting a mobile phone.
As the election will be commencing in the next year, implementing this scheme now will definitely add a positive colour to the ruling party. The pas are just being discussed. There are no confirmation about the plan yet.
The Mahatma Gandhi National Rural Employment Guarantee Programme (MNREGA), which has been explained above, has gained much appreciation for the ruling government. This scheme will be the base for the new Mobile phone scheme.
According to the reports, the government will be competing the plan within three years of its implementation. For this, the state governments will have to provide a list of eligible candidates for each village/ block/district.The main problem of the plan is that the authorities have not revealed anything about the financial back up of the pan. Most likely, the scheme will be implementing based on the cash rich universal services obligation fund (USOF), accumulated through an annual 5% levy on the adjusted gross revenue clocked by mobile phone operators. At the end of March 2013, the USOF had accumulated an amount of around 27,949 crores, according to latest statistics.
The government will be putting contracts with mobile networks for this scheme. The contractors will have to sign the contract for a minimum of three years, along with the easiest accessibility to its service centres. These mobile phones will be non transferable. It will be having a customised opening screen, which will show the details of the scheme.
